{"id":4658,"date":"2025-12-16T21:49:21","date_gmt":"2025-12-17T03:49:21","guid":{"rendered":"https:\/\/owcia.com\/home\/?p=4658"},"modified":"2025-12-16T21:49:25","modified_gmt":"2025-12-17T03:49:25","slug":"septima-resolucion-de-modificaciones-a-las-reglas-generales-de","status":"publish","type":"post","link":"https:\/\/owcia.com\/home\/septima-resolucion-de-modificaciones-a-las-reglas-generales-de\/","title":{"rendered":"S\u00c9PTIMA RESOLUCI\u00d3N DE MODIFICACIONES A LAS REGLAS GENERALES DE"},"content":{"rendered":"\n<p>COMERCIO EXTERIOR PARA 2025 Y ANEXO 2.<\/p>\n\n\n\n<p>Modificaciones a la regla 1.5.1. \u201cManifestaci\u00f3n de valor\u201d Se reforman las fracciones IV, V y VII, inciso d), de la regla 1.5.1., relativa a la Manifestaci\u00f3n de Valor.<\/p>\n\n\n\n<p>Entre los cambios relevantes, se establece que, cuando no se haya autorizado al agente o agencia aduanal para consultar o descargar el formato E2 en la Ventanilla Digital, dicho formato y sus modificaciones deber\u00e1n entregarse en documento digital al agente aduanal que haya realizado el despacho. Asimismo, cuando la informaci\u00f3n declarada sea incompleta o inexacta, deber\u00e1 generarse un nuevo formato E2.<\/p>\n\n\n\n<p>Adicionalmente, se precisa que la fracci\u00f3n VII, inciso d), resulta aplicable a determinadas importaciones temporales previstas en el art\u00edculo 106 de la Ley Aduanera<\/p>\n\n\n\n<p>Autorizaci\u00f3n para el despacho por lugar distinto al autorizado (regla 2.4.1.)<\/p>\n\n\n\n<p>Se adiciona un \u00faltimo p\u00e1rrafo a la regla 2.4.1., mediante el cual se prev\u00e9 que, trat\u00e1ndose de la salida de mercanc\u00edas clasificadas en las fracciones arancelarias 2815.11.01, 2815.12.01 y 2815.20.03, podr\u00e1 otorgarse autorizaci\u00f3n para instalaciones ubicadas en el municipio de Coatzacoalcos, Veracruz, siempre que se acredite que se trata de mercanc\u00edas nacionales y se cuente con el CFDI correspondiente a la enajenaci\u00f3n.<\/p>\n\n\n\n<p>Procedimiento para el despacho por lugar distinto al autorizado (regla 2.4.3.)<\/p>\n\n\n\n<p>Se adiciona un tercer p\u00e1rrafo a la fracci\u00f3n II, relativo a exportaci\u00f3n, estableciendo que, en el caso de las mercanc\u00edas clasificadas en las fracciones arancelarias antes se\u00f1aladas, deber\u00e1 anexarse al pedimento:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Un escrito libre con los datos de identificaci\u00f3n del cliente.<\/li>\n\n\n\n<li>La relaci\u00f3n de los CFDI emitidos por la enajenaci\u00f3n de las mercanc\u00edas.<\/li>\n\n\n\n<li>La documentaci\u00f3n que compruebe la realizaci\u00f3n de las operaciones amparadas por dichos comprobantes<\/li>\n<\/ul>\n\n\n\n<p>Cuarta Modificaci\u00f3n al Anexo 2 de las RGCE para 2025.<\/p>\n\n\n\n<p>Se da a conocer la Cuarta Modificaci\u00f3n al Anexo 2, incorporando, entre otros, el tr\u00e1mite 49\/LA, relativo a la Autorizaci\u00f3n y pr\u00f3rroga para la entrada o salida de mercanc\u00edas de territorio nacional por lugar distinto al autorizado. Dicho tr\u00e1mite es de car\u00e1cter gratuito, con pago de derechos conforme a la Ley Federal de Derechos, y establece de manera detallada los requisitos, documentaci\u00f3n, condiciones, plazos de resoluci\u00f3n, vigencia y seguimiento, as\u00ed como las autoridades competentes y los fundamentos jur\u00eddicos aplicables<\/p>\n\n\n\n<p>Disposici\u00f3n transitoria.<\/p>\n\n\n\n<p>Se adiciona el Transitorio D\u00e9cimo Quinto a las RGCE para 2025, estableciendo que, para los efectos del art\u00edculo 59, fracci\u00f3n III, de la Ley Aduanera y de la regla 1.5.1., hasta el 31 de marzo de 2026, quienes introduzcan mercanc\u00edas a territorio nacional podr\u00e1n cumplir con dichas disposiciones conforme a lo previsto en el Transitorio Quinto de las RGCE<\/p>\n\n\n\n<p>LA PRESENTE RESOLUCI\u00d3N ENTRAR\u00c1 EN VIGOR EL D\u00cdA DE SU PUBLICACI\u00d3N EN EL DOF, POR LO QUE SE REFIERE A LAS DISPOSICIONES DADAS A CONOCER DE MANERA ANTICIPADA EN EL PORTAL DEL SAT, SU CONTENIDO SURTIR\u00c1 SUS EFECTOS EN T\u00c9RMINOS DE LA REGLA 1.1.2. DEBIDO A LA NATURALEZA INFORMATIVA DEL COMUNICADO, LOS INVITAMOS A CONSULTAR LA PUBLICACI\u00d3N OFICIAL EN <a href=\"https:\/\/www.dof.gob.mx\/nota_detalle.php?codigo=5776301&amp;fecha=16\/12\/2025#gsc.tab=0\" target=\"_blank\" rel=\"noreferrer noopener\">DIARIO OFICIAL DE LA FEDERACION<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>COMERCIO EXTERIOR PARA 2025 Y ANEXO 2.
